How TOMs scoring works
TOMs (Themes, Outcomes and Measures) is how UK public sector buyers structure social value commitments so they can be evaluated and quantified in financial terms. CrowMark prices each committed measure with the Oxford Social Value Bank proxy values held in the measure library, so the same commitment produces the same figure every time.

Total Social Value (£) = ∑ (Measure Proxy Value × Committed Quantity × Duration Factor)

What the summary shows on a PPN 026 contract
CrowMark builds every new contract against PPN 026. The summary reports your committed proxy value and its share of the declared contract value, with no pass or fail colour, because PPN 026 states a minimum social value weighting in the evaluation and sets no target for committed proxy value.
PPN 026 states a minimum weighting of 10% for contracts valued at 1m GBP and above but less than 5m GBP, and 20% at 5m GBP or above, for the central government bodies it addresses on procurements commenced on or after 1 January 2027. It states no minimum below 1m GBP. You record the weighting and the award criteria the notice names in the contract wizard.
