Completion criteria
A requirement row must not be marked Approved until all three conditions are satisfied:
- The narrative directly answers every sub-question and complies with word/character counts.
- All factual claims cite active documents in the Evidence Vault.
- The designated peer reviewer has completed a rubric evaluation.
