The requirement (PPN 006)
PPN 006, Taking account of Carbon Reduction Plans in the procurement of major government contracts, requires bidders for contracts with an estimated value above £5 million per year including VAT to publish a compliant Carbon Reduction Plan (CRP) detailing Scope 1, Scope 2, and a defined subset of Scope 3 emissions. It is addressed to central government departments, their executive agencies and non-departmental public bodies, and applies to relevant procurements advertised on or after 24 February 2025. It replaced PPN 06/21, which carried the same duty under the old numbering.
The NHS requirement is broader. Under the NHS net zero supplier roadmap a Carbon Reduction Plan is required for all new NHS procurements, with no value threshold at all since April 2024.
