Preview and publish
The last step previews the pack: contract type, value band, weightings, local priorities, the measures with their estimated values, and the submission instructions. Publish requirement pack saves it and takes the weight lock.
The requirement narrative
Below the preview you can draft a requirement narrative with AI or write your own. A draft is not part of the published pack until you approve it, and suppliers never see a draft. The figures are checked again when you publish, and the approval is recorded against your name.
Market sounding
The same step offers a market sounding from the published award record: enter a CPV code to see who won comparable contracts, how many bids those tenders drew and the published values. It is free and uses no AI.
What the weight lock does
At publication the price, quality and social value weightings, the award criteria and the scoring bands are hashed and timestamped, before any bid is received. Every evaluation against the pack checks them against that lock and reports any change.
Sharing the pack with suppliers
Publishing records the pack. It does not email suppliers. Open the requirement and use Download PDF or Word (.docx), then send the pack through your usual channel, such as your tendering portal or email.
After publishing
- A change to an approved narrative is issued as a clarification or an addendum, with a reason every bidder reads in the pack.
- Withdraw to draft or Archive changes how the pack reads on the register. Neither changes the locked weightings, the digest or the timestamp.
