Evaluation workflows
The CrowMark Buyer workspace enables procurement teams to evaluate supplier bids transparently in compliance with the Procurement Act 2023.
Standard scoring scale
| Score | Classification | Evaluation standard |

| 5 | Outstanding | Exceeds requirements with exceptional added value and complete, verified evidence. |
| 4 | Good | Fully satisfies the requirement with credible evidence and minor areas for improvement. |
| 3 | Satisfactory | Meets standard requirements, with minor omissions in supporting evidence. |
| 2 | Partial | Partially addresses the question with significant gaps or unsubstantiated claims. |
| 1 | Poor | Fails to address core criteria or provides inadequate evidence. |
| 0 | Non-compliant | No response provided or completely unacceptable proposal. |
Consensus and moderation
After individual evaluators record independent scores and commentary, the panel conducts a moderation session. Moderated scores and consensus justifications are recorded with full version control.
Audit log exports
Export the completed consensus matrix and individual scoring records to support debrief letters, standstill notices and audit compliance.
