AI Social Value Narratives for PPN 026

Editorial note. This article was rewritten on 19 September 2026 and replaces the version first published on 8 April 2026, which described the same drafting engine working to the previous Social Value Model edition. The engine has not changed. The edition CrowMark builds against has, so the article names the current one. PPN 026, published 5 August 2026, is the edition CrowMark builds every new contract against. It applies to procurements commenced on or after 1 January 2027 for the central government bodies it addresses. Two outcomes, Good Jobs and Skills, across six model award criteria. Social value narrows to jobs and skills, so carbon reduction, community engagement and wellbeing are not criteria of this edition. A minimum 10% weighting for contracts valued at 1m GBP and above but less than 5m GBP, and a minimum 20% weighting at 5m GBP or above. The detailed sub criteria, practitioner guidance, List of Community Programmes, framework and call off guidance, and the Target Cohorts and Target Skills definitions are all unpublished as at 2026-08-30 and are expected autumn 2026.
